The European Commission has published the official Regulation (EU) 2022\/2195 of\u00a010\u00a0November\u00a02022 setting new restrictions for some cosmetic ingredients: BHT, Acid Yellow 3, Homosalate, and Piperazine. It also corrects the use of Resorcinol in cosmetic products.<\/p>\n

Butylated Hydroxytoluene (BHT) and Acid Yellow 3 will be subjected to specific limits and added to Annex III.<\/p>\n

BHT <\/strong>will be allowed:<\/p>\n

In mouthwash products, up to 0.001%<\/p>\n

In toothpastes, up to 0.1%<\/p>\n

In other leave-on and rinse-off products, up to 0.8%.<\/p>\n

Entry into force from\u00a01\u00a0July\u00a02023\u00a0for products placed on the market and\u00a01\u00a0January\u00a02024\u00a0for products made available on the market.<\/em><\/p>\n

The use of Acid Yellow<\/strong> 3<\/strong> will be limited to non-oxidative hair dye products at a maximum concentration of 0.5%. Any other use not explicitly regulated will not be allowed.<\/p>\n

Entry into force from\u00a01\u00a0July\u00a02023\u00a0for products placed on the market and\u00a01\u00a0January\u00a02024\u00a0for products made available on the market.<\/em><\/p>\n

The UV filter Homosalate<\/strong> can only be used in face products except propellant sprays up to a maximum concentration of 7.34%.<\/p>\n

Entry into force from\u00a01\u00a0January\u00a02025\u00a0for products placed on the market and\u00a01\u00a0July\u00a02025\u00a0for products made available on the market.<\/em><\/p>\n

The new Regulation permits the use of a new UV filter, Piperazine (HAA299)<\/strong>. Hence, it will be added to Annex VI. According to the SCCS findings, HAA299, both in bulk and nano form, is safe as a UV filter up to a maximum concentration of 10%.<\/p>\n

In the case of the combined use of Piperazine and Piperazine (nano), the sum shall not exceed 10%.<\/p>\n
