Regulation 2022/1181 of 8 July 2022, amends the Annex V (authorized preservatives) to Cosmetics Regulation 1223/2009. It defines the new threshold for labeling the presence of formaldehyde releasers, to be respected from 31 July 2024.

On 6 January 2022, the European Union transmitted to the WTO a draft Decision to update the Glossary of common ingredient names for use in cosmetic products.
The European Commission has notified the World Trade Organisation (WTO) of a draft amendment to Regulation (EC) No 1223/2009 on cosmetic products, adding twelve nanomaterials to the list of substances banned under the Regulation (Annex II).
The SCCS considers that the present threshold (0.05%) does not sufficiently protect consumers sensitized to formaldehyde from exposure to free formaldehyde from formaldehyde releasers.
